Germany's lowest-paid workers are the least likely to have union wage protection
A 2021 study found just 34% of German workers in the lowest wage decile were covered by collective agreements, versus over 60% in the middle.
In Germany, workers who need collective bargaining most are least likely to have it. Research by the ROCKWOOL Foundation Berlin and IAB Nuremberg found only 34% in the bottom wage decile had collective agreement coverage in 2021.
By contrast, more than 60% in the middle of the wage distribution were covered. The gap concentrates wage risk where workers already have least bargaining power.
